This is a dumb question but the EK-AF Ball valve I just purchased doesn’t seems to work. I can twist the top but the valve inside never closes. Is it broken?

Edit: I was able to fix it by unscrewing the screw on the handle and then using pliers to twist the valve, it was pretty tough to twist the first time but once I got it unstuck I was able to put back on the plastic handle and it worked

Mine did that the first time I operated it, then I twisted it the other way and it was all good. I think they are just very tight when new, but once turned they are fine.
