For sure, when you get electrocuted, your muscles tighten up, so if you try to grab someone in a bear-hug or something, now you're getting electrocuted too, and you can't let go. Using a broom handle or towel or the rugby tackle let's you break the connection with them and the source of the current while keeping you more safe. Also if you ever get electrocuted (from high voltage shocks) you should go to the hospital regardless of if you feel fine after the fact, the electricity can mess up your hearts rhythm and cause life threatening issues.
