Hypothetical Temporary DC Summer "Beaches" Along The Georgetown Waterfront?

Upon visiting Paris last summer I was very surprised and enthused by the "Paris Plages" (areas along the stone riverbank that have had sand filled into them) that are set up during July and August along the River Seine. Obviously there is no swimming involved at these beaches, but the sandy location for inland city-dwellers to lay out in bathing suits, both under umbrellas or in the sun, is a blast!

I think that this would be a fantastic thing to implement for a few weeks of the summer here in DC. Any ideas on how to get this moving?
