DC Housing - Application Fee before rental

Hi,
I'm on a hunt to rent an apartment/house. I approached a few posts on Facebook and I was asked to fill in a form and pay an application fee of $50-$100 to tour the property. And this fee is refundable.
It this something common? or Is this a Scam?
