Serious question: why has Mayor Bowser not been recalled?

I see everyone talking about how poorly she operates the city (which she does), how bad crime has gotten, lack of accountability, wasted taxpayer funds on projects that don't benefit those in need, etc.....why does no one start a recall campaign?

The process seems relatively straightforward on the Board of Elections Website: https://code.dccouncil.gov/us/dc/council/code/sections/1-1001.17 (the last recall effort for a DC mayor was in 2012 for Mayor Gray)

It seems to me to be a waste of time and effort to complain if DC voters won't use their power to truly enact change and put a new mayor in office rather than suffer through for the next couple of years until Bowser's term is complete. Folks seem united regardless of ward and party line that they are fed up with her lack of leadership on real issues so why no forward movement?

I am genuinely curious and not judging by any means.
