The Shock/Elite Infantry meta.

In wargame's current state, the best infantry types are shock, and elite. Obviously, these 2 are better than Milita, and Line infantry, but the imbalance between them, is a little absurd at some points.
What do you think should be done to make Line infy/milita infy more useful.
