Why didn't they use this mechanic more?

As far as I can tell, Vultros is the 'only' boss in the game who has neutral minis as part of the map. In his case it's so that his vultures can feed on them and multiply. I feel like this mechanic could have been utilised a lot more in very interesting ways.
