Management is trying to switch my friend’s department and job title while he’s on paid military leave. Is this legal/allowed?

one of my friends works with me in electronics, and he recently shipped off to AIT for a little longer than 2 months. Since he left, our store hired another employee to basically fill the void. Recently, there’s been talks in the department that when he gets back, he’ll be working in a different department(homeline or meat and produce). Probably unimportant, but after talking about it with him, he said he would promptly be quitting if that were to happen. I definitely have no idea if this is legal/allowed or not, but it definitely seems like it could be on that fine line. Any input/advice is welcome.
