I'm considering building a PC for a mix of casual use, basic work stuff, and for using Waifu2x and/or Anime4K for watching upscaled anime in 4k on a 4k TV when I eventually get one. No gaming or very light gaming planned and possibly trying to learn 3D animation for fun in the future, which I'm told I'll need a good GPU for.

I wanted to know if anyone could point me in the right direction for which CPU and GPU specs should be treated as minimum requirements for Waifu2x/Anime4K, what would be considered ideal, and what is overkill/amazing. 1-3 examples/recommendations or just the general specs needed for each would be incredibly helpful. I'm open to getting a better GPU than I was originally leaning towards if necessary/very helpful.

I'm currently debating between a Asus GeForce GTX 1660 SUPER 6GB or an MSI Radeon RX 5700 XT 8GB for the GPU. I'm planning on getting either a Ryzen 5 3600/3600X or a Ryzen 5 5600X for the CPU.
