Wacom Intuos S (CTL-4100) scrolling instead of panning (can't go horizontally) in OneNote and others

I'm on Windows 10, latest version. I got a Wacom Intuos S for remote teaching, and this issue is driving me nuts. Using the latest drivers, the Pan/Scroll feature doesn't pan properly. It acts as a regular scroll, meaning that it won't go horizontally at all. The pan seems to work in some applications but not others (it seems to work in Firefox, but it doesn't in OneNote or Paint). One thing to note is that when reverting to old drivers 6.3.28-3, the pan worked wonderfully, but Zooming/lasso tools were all broken which made it even worse.

Any comments or feedback are greatly appreciated.
