Vstar taking on water?

Went through this about 2 months ago somehow got water in the tank so I drained my tank and cleaned my carbs filled up with fresh gas ran great for these past two months. Went on a ride today it’s pouring. Got about a mile from home and it seems to have picked up water again (it’s popping and sluggish) any ideas as to where the water could be coming in? disclaimer I use good gas
