How to get legendaries?

I only have 1 Legendary right now, the gravecaller, with condemn (small sword). I got it from a random drop from a Lvl 80 Incursion, but I now have done dozens of those, and none will drop anymore. I also killed Talzur like 6 times on top of that and nothing. I even went to the vendor and bought 2 epics, on the off chance that they randomly can turn into legendaries, and still nothing. Where to get them?
