Help setting FOV in Skyrim and FO4

I'm having trouble applying the optimal settings for the FOV in both Skyrim and Fallout 4. Whenever I set the FOV settings in the INI in both games, or from the optimization menu in vorpX it has no effect when I load up vorpX. When I attempt to apply them through the console with the fov command the settings only work until I run the scan to actually turn on the head tracking, then it resets to default and if I try to run the command after the scan the view briefly flashes to the desired FOV, then immediately resets. Is there something I am missing?
