Can the Borderlands 2 Vita bundle code be used more than once?

So I just bought a used PS Vita borderlands bundle off ebay (the description clearly stated that there was an unused borderlands code), and when I finally got the package, I noticed that the PSN account that was logged in already downloaded Borderlands 2 and all the DLC, so either the code that's in the box has already been used, or there is a new code that the ebay seller put in the box. When I read the voucher, it stated that you could download it on up to two additional devices, but I"m assuming that's only with the same PSN account. Is there any way to use this code again? Or do I have to ask the ebay seller for a refund
