Is it not normal to see TV static?

It's not like I notice it most of the time, but it's definitely there if I pay attention to it. Having said that, it doesn't seem to mask what I see, I'm still able to see the fine details in images when I look for them. It doesn't seem to affect me negatively at all but I've never not had it, so I've got no clue.
I can't imagine it stopping me from doing anything, but at the same it looks strong when I pay attention to it and it's definitely never off.
