Ladies with darker face, & neck and lighter chest...what do you do?

I'm brown (south asian). My face & neck are 2-3 darker than my chest & body. It's really obvious, especially in pictures. I wear sunscreen everyday but it hasn't helped. I've used Differin for almost a year and though it helps with my acne, it makes my skin dry, dull and doesn't help with the uneven skin tone. What can I do?
