Face & neck different shades?

My face is about 2 times darker than my chest. It's not bad up close but very obvious far away and in photos you can see the clear division at the base of my neck. I know sometimes that can be a sign of diabetes, but I am not overweight at all (5'4, 125lbs). How can I fix this? Can tret and sunscreen help? Anyone else have this problem?
