How Do I Get Good Quality Out Of Home Movies on VHS Tapes?

Or is it even possible? I'm looking for a simple answers as I'm somewhat knowledgeable but not extremely knowledgeable about all this. I have a ton of old VHS home movies that were recorded on very old video cameras from the 80s and 90s.

Furthermore, I have a bunch of the old C tapes that we recorded decades ago with a C-tape video camera. In any case, this might sound cheap, but I've been converting some of these to digital files using an HDMI cloner box from ClonerAlliance and an old VHS player on my TV.

This works obviously, but there is ZERO quality gain from the old grainy videos. I've heard suggestions of the top two ideas from other places, but I'm skeptical this will make any difference? Is there hidden quality to be had in these old home movies? Ideas:

  1. Get an excellent VHS player with time base correcting built in like JVC SR-S388E player.
  2. Upscale the content with something like Blackmagic intensity pro 4k while using the JVC player.

As a matter of fact, using the two ideas above, I could hypothetically output from the Blackmagic into the HDMI cloner box, and then record using the cloner box onto a hard drive? Perhaps this is a bad idea and I should use a PC or is there any difference?

Also, these ideas are extremely expensive. I'm willing to pay money to buy this stuff, but I'm really wondering if it will make any material difference? Just looking for general advice on what I just stated? I really appreciate any help that can be provided here.
