Can I gel my bicolor LED panel to use all LEDs but still have 5500/3200k?

I have some cheap bicolor led panels. They’re okay but not very bright, especially because only half of the LEDs are being used at 5500k or 3200k. However, if I turn on all of the LEDs they’re a lot brighter and more useful.

I guess turning both color temperatures all the way up would make the light about 4350k? Could I then use a 1/2 CTB or CTO gel to bring the whole light back to 5500k or 3200k?
