Should games have exploits or be flawless and unbreakable?

So I've been doing some thinking lately about videos on YouTube that are centered around glitches, exploits, or game breaking bugs. Some people just use it to meme on a video game, but others use it as an example to harshly criticize it.

Which proposes the question, should video games be breakable/ exploitable or should they strive to be flawless and not have any game breaking glitches or things you can use to break the game to make it easier ie. Cheats?
