What exactly does "private schools" represents in game? Religious and public ones are pretty clear (run by the clergy/state), but regarding private education, the description is kinda confusing, since "no schools" policy is described as "only the most leisurely citizens can learn" (aka private tutors). Does that mean schools run as business? If that were the case, shouldn't it be instead universities? Since historically many private schools during that time were just private teachers running a bigger space were they collected students (which means more countries should start with the "education" institution), the restriction being more logical for higher learning. Or probably "no school" have a base "education access per wealth" value that "private education" increase?
