Playing as Rome in Roma Delenda Est

I've been attempting some games as Rome and I've failed miserably each time. I simply cannot build up a military fast enough to hold off Italy and I cannot rise in rank fast enough to get goods and build an army or navy to go beat up minors I have cores on. Ive tried seeing if holding Italy off long enough will trigger and event or something but still, nothing. Has anyone had success as Rome? Are there events I'm unaware of? Any advice is appreciated.
