I'm playing Prussia in HPM. I'm having a hard time with my economy; I set my administration and education sliders to 100 and I'm defunding my army supplies. I leave military spending at 50-60. Taxes are set to max and and I let tariffs cover the rest, usually at 10%. With all that I'm still barely making any money. It's the same when I get to form the NGF and eventually the German Empire; I'm barely making any money and I'm risking bankruptcy.

I don't know what I'm doing wrong. I usually switch to the Reactionary party and build liquor/bottling factories in all states. Please help.
