Editing flags in savegames?

Hey all,
I'm playing an Australia game currently; I forced Jacobins in order to become a democracy and get that sweet flag, but it hasn't changed :( I've had a quick rummage around, but I can't find anywhere in the savefiles that corresponds to flags. Does anyone know how I can do this?
