How to change country flag ?

I’m trying to change the Flag for Austria to something a bit more regal looking, I made sure to get it in the gfx/flags, file, have one normal one, and one for each ideology, but I’m not sure why the game won’t register it, if anyone has any ideas on what the issue may be then I’m open to hear.
