End Slavery Casus Belli?

I'm playing as the UK and its the year 1896. In this run, the Confederacy survived the American Civil War and is still practicing slavery today. While they have been useful in preventing the US from rivalling me as a major power (both the USA and CSA are Great Powers), I'd prefer if they didn't practice slavery. Is there anything I can do besides taking their states?
