Victoria 2 or 3?

So I am thinking of getting Victoria 2 or 3 but I have heard that Victoria 3 reviews is not positive and it needs more years before being a well done game. I want to move away from EU4 and played one of the Victoria 3 since it’s my favourite historical period.
