Since it has now been revealed that the monarch is a clone of Rusty, with some slight baboon DNA I think that he was a clone programmed to protect Rusty at all cost.
Hear me out... Every time that the monarch has ever captured Doctor venture jr, He has never actually done him any long term harm.
Malcolm has had multiple opportunities to maim, Kill or permanently injure Rusty And as only ever come up with the most mediocre of torture scenarios.
Maybe his weird obsession with rusty, that has never been quite explained is the fact that he has deep seated programming centered around protecting him. Malcolm mistaking his programed obsession with Doctor Venture for hate decides to start arching venture and without even realizing it In doing so, he's actually protecting him. It's almost poetic, given the fact that his father was actually a hero masquerading as a villain.
When the ventures moved to New York and They get new arch villains from the Guild and the monarch ends up just about murdering all of them.
We have seen that the monarch is willing to be a cold-blooded killer In regards to good guys given the way that he treated Doctor Dugan and the fact that he killed Captain Sunshine's child side kick Wonder Boy.
I think he was one of Jonas's last security measures to protect Rusty.
