To mound or not to mound? That is the question

My potatoes are at a decent height to start hilling, but there's 3 or so that are absolutely AWOL. I don't know if something dug up and ate them, if the soil here is particularly undesirable somehow, or if they're just really slow going, but I dig around and couldn't find any sprouts. Should I just hill up everyone else and leave this area open, plant some new ones in their place before I start hilling, or just give up on them and mulch it all?
