Ideas for filling a raised bed when I don't have access to yard waste?

I have a raised bed that is about 15 cubic feet. I am looking to save a little by finding alternatives to soil to fill it with, but my issue is that I live in an HOA community so I don't have any access to leaves, sticks, etc. They all get cleaned up for me haha.
Any ideas for what I could fill my bed with? I do have cardboard for a layer at the bottom, but beyond that I'm unsure of what I should use.
