Is it vegan to pay someone to be a surrogate?

Or is it animal exploitation?

Not using animal as a derogatory term, we humans are animals. Antinatalist sentiment aside - carrying for yourself is consenting, but is paying someone else to do it a form of exploitation? I stipulate paying because it's a different situation than someone doing it without financial incentive.

Just curious about other vegan views!
