Because they know that people adopting instead of buying are doing so because they feel sorry for the strays being caged up. So they want to use this leverage on the buyer as well, by putting the animals in cages too.

In reality, the shops i have seen in my country have like two puppies one rabbit and five cats on display, they could easily let them roam free or use a larger separate area. After all the cost is insanely high i beg they could afford it.
