Is it normal to wait a month to get a family doctor visit?

I got a family doctor six months ago. Since then, I booked in-person appointments two times, and in both instances, I had to wait for a month. I can get an over-phone appointment as soon as a couple of weeks if I'm lucky. Yesterday I received a phone call to hear about the tests I took three weeks ago. Often, by the time I see my doctor, my symptoms are quite changed or gone. Considering I see my family doctor for a referral to a specialist, and the specialists too have a long waiting list, I end up not getting the treatment I need in time.

Is this long waiting time normal? Can I hope I reduce the waiting time if I change my doctor? I live downtown and the clinic I'm going to is downtown too, but I don't mind an hour's commute.
