Alright so the first part of the clue is obviously talking about a hospital (because American health care system makes u pay em equivalent of a gold bar) then you look for places near a Hostpital where a choir would sing, in this case the "Madeleine Choir School", coincidentally the school is named after a nearby church (Cathedral of the Madeleine). During the morning the shadow points West, South West. Going in that direction brings you to "The Capital Grille" which serves lobster, "The Capital Grille" is right next to "Rockwell Ice Cream" which opened up relatively recently this corroborates nicely with the clue. Going from here we walk towards the east which brings us to the "Wallace E Federal Building" which has a sculpture that changes depending on ur position relative to the sculpture, it looks like the sculpture could display a number. I am unable to get much more information on it but this is a likely location for the 2nd clue.

Another location that I think it could be located at is "The Old Clock" outside the Zion Bank, which is located directly west of the Wallace E Federal Building sculpture. This is the only other land mark that I could find with my limited resources that has anything to do with numbers, the clock also happened to arrive in Utah in the 1870s which converted from military time to standard time is 7:10pm, it's possible at 7:10pm there is a defining feature of the clock that only shows itself at this time. There are also holes in each corner in the bottom of the clock head the cloud hold something on the interior.
