Retaining steps while onboarding at new agency question.

Long story short my partner was offered a position with the VA. She has previous federal experience and left the federal sector as a GS 4 step 2. The VA is stating they cannot bring her in as a 4 step 2 until 90 days on the job. I've read no CFR regarding a 90 period for WGI. Can any of you wonder HR folks shed some light?
