Manager/Supervisor for Reference Confusion

I am in the reference check stage of my candidacy and was asked to provide 3 references at least 2 of which should be my current or past managers. I provided 3 references which were my past supervisors, 2 of whom I worked with at a city agency and 1 at a state agency.

The problem is I donā€™t know if they meant the directors in charge of the divisions I worked at or the supervisors which I had more firsthand work experience with.

The agencies I worked at didnā€™t really have a ā€œmanagerā€ that I worked under, just supervisor and director. I donā€™t know if I should send an email to hiring manager to clarify or if Iā€™m just overthinking it and the references I provided are sufficient. Thoughts?
