Recruitment incentive

I’ve interviewed for two positions this week (an NF 04 and a GS 13) which both say recruitment or relocation incentive MAY be authorized in the USAJobs posting.
When in the process and how should I bring that up? After TJO? Upon FJO? For background: I’m currently a GS-12 step 4 on temp promotion to 13 step 1 located OCONUS, returning to my 12 next week.
