Apply directly with Schedule A, or study full-time for WRP?

I found a webpage of the IRS accepting applications from people with disabilities (Schedule A letter), but there is also the application cycle of WRP (Workforce Recruitment Program).

Which is better?

The webpage seems too good to be true (has two locations listed that could work with me), but the IRS website doesn't have all the locations listed for IT (Information Technology) Specialist.

Should I be open to more fields?

Any advice for applying to either of them (IRS or WRP)?
