I was asked for references, but I was never interviewed

So I applied for a Housekeeping role at the VA back in November. I wasn't referred to the hiring manger because I wasn't a veteran although I was tentatively eligible. Fast forward to now and I get an email asking for references. Both references have been spoken to. Will I still get an interview or am I waiting for a job offer?
