Open source or freeware program for spit-balling the subdivision of a large rectangular parcel

I am working on a project where-in I want to be able to roughly calculate and illustrate the implications of zoning (5,000 sqft lot min vs 7000 sqft lot min) and other regulatory requirements (exactions, drainage, ROW widths, setbacks) on the number of potential parcels within the original large parcel (For example say I started with an original parcel of ~40 acres at 850 ft x 2050 ft).

Nothing fancy just need to be able to draw and redraw a bunch of regular lines/rectangles quickly and at precise measurements based on the different requirements.

Any suggestions?
