How much GIS does a planner need to know? How to learn GIS?

I took a basic ArcGIS class in college and have the chance to take an advanced ArcGIS class. However, I don’t really have the time to take that class, so I’d like to know if it’s worth taking it after already knowing the basics.
If I don’t take the class, what are the best ways to learn ArcGIS on my own? I saw that Esri has a one-year membership for ArcGIS — are the tutorials on there worth it?
