Is the Grand Central Pkwy Redundant with the Van Wyck Expwy in Queens, NYC?

They both run along either side of Flushing Meadows Corona park and cut off access to the park and it’s amenities as well as take up massive amounts of space in a city with plentiful public transportation and a housing crisis. Can someone explain why the Grand Central Pkwy portion along the park cannot be torn down since there is an alternative (the Van Wyck) that takes you to/from basically the same place? Thank you
