Opinions on Carlsbad, CA's urban development along its beachfront?

I spent part of the day in Carlsbad, it's a beautiful area with its beachfront. I noticed plenty of cycling and people walking around. Made me wonder if anyone has better ideas on how serious they are about reducing car use there.
Is the San Diego area just doomed to be a car sewer forever, or do I need to update my understanding on parts of So Cal?
