Okay, I got this idea while looking at some gameplay from the Escape from Tarkov Beta. In EfT, opening a container or another players' inventory takes a brief moment to take a look inside at the contents. Tying into my previous suggestion about being able to access a handcuffed players' inventory, whenever you open a wooden container, dependent on your level of dexterity and how many items/the size of the items are in there, The shorter/longer it will take to loot that container. As for players, the weapons locks and hand slots will be open by default, but depending on the clothing they're wearing (space for loot) searching them will take longer or shorter. There could also be some form of faster search button (akin to state of decay) which may attract the attention of nearby players or zombies.
My thought behind this was to give rates on wooden bases a little more time. Say you are looting a crate full of explosives, you might not have enough time to grab all of those explosives before a zombie comes and gives away your position.
