What's the best way of editing a game mode in a menu?

Trying to set up a system like Halo's custom games where you choose a game mode and change the settings. I could use game instance but I want to be efficient and change the settings of each game mode. This would be things like respawn time, max health, etc. and they would be set in a menu. So I would need a reference to these game modes without them being set in the level.
