Persistent Level or level 1?

Hello, I have a question about level streaming.
When I'm loading my first level, do I want to load the persistent level or level 1? When I load level 1, nothing in the persistent level loads. However, when I load the persistent level, level 1 doesn't load quick enough or me to spawn on the floor.
edit: Nevermind, turns out I just had to change lvl 1 streaming method to always loaded
