What is the main difference in the AI that you can program in UE and what was made possible in a game like Golden Eye or Perfect Dark?

I say this because I have been playing Little Nightmares II and you can clearly see when certain actions are triggered during the game but they seem "encapsulated" or "restricted". In comparison, I remember playing against the computer in Perfect Dark (N64) and in multiplayer combat, the AI seemed more "fluid" in their actions.
