Emulating lightshafts on a spotlight.

Hello! I'm currently working on a for-fun assignment while we wait for our lead programmer to finish a conversion for our main project, and we've run into a cosmetic snag.
We have characters with head-mounted torchlights and, due to a lack of volumetric lighting in UE4, are unable to give it light-shafts or visible beams dynamically.
My team has pitched a few ideas, but I'd like to hear some other suggestions that we might not have considered. Any assistance would be wonderful.
For reference: We're trying to recreate the old 'echelon lighting' available in a special UDK build that shipped with Splinter Cell: Pandora Tomorrow/Chaos Theory. You can see it in action here
