Every 10 years in the US, drivers should have to retake their drivers test

I have a neighbor who is half blind, half deaf, is too large in the middle to check his blindspot, and honest to god a driving hazard, but he is legally allowed to drive. I don't think that should be the case for anyone, period. I'm not saying anyone should be targeted specifically, like felons or a certain race, I'm saying everyone who has a valid driver's license that would like to continue driving. Now it's not a perfect solution, but it could weed out a lot of bad drivers, in my opinion, and maybe stop letting drivers get so comfortable with driving like a jackass.
