I love both, I do. But me and my friend had a debate with the rest of our friends about which was better. They are both similar in preparation so I feel the comparison is worthy and Shepard's Pie is the superior mince dish. When the mash is done to perfection it compliments the mince way better than any lasagne sheet will, no matter what sauce or cheese is put on top of that shit.
Don't get me started on when you add vegetables in there. Potato is a vegetable so it's all so natural, while pasta is not. I don't know how else I can go into this without outright rambling.
However, spag bol is the king of mince dishes though.
Edit - that potato natural bit was poorly worded. Also I could be mixing Shepherd’s Pie with Cottage Pie but I think my point still stands.
